Smolny will provide a site on Krestovsky Island for the construction of the building of the General Consulate of the People's Republic of China. This is a site on the Martynov embankment in front of the Central Park of Culture and Sports with a total area of 1.2 hectares.

In 2015, the countries signed an agreement on the allocation of land for the construction of the Consulate General of Russia in Shanghai and China in St. Petersburg. In the coming year, the Committee on Energy and Engineering should draw up a "road map" for the project.
